Response to the Green Paper consultation on public procurement reform
I managed to finish my response to the Green Paper consultation on the public procurement reform proposed by the UK Government. It clocks in at 10,000 words and makes for a boring read as I followed the chapter/question structure adopted by the Green Paper. The file is available here.
The main takeaway messages are i) that the reform is a lot less ambitious than claimed; and ii) despite the claims of ‘simplification’ the changes introduced are designed in away which will make it more complex than the current system.
