How often are the special procedures used?

For the last couple of years I have kept a rough track of how the use of the special procedures (ie those that have specific grounds for use) are being used. Here's the table including 2024:

And here's the same data in a shiny graph:

These are the total number of procedures started in any given year. Yes, we do not have reliable data on procedure conclusion so we don't know exactly how many have been successfully concluded.

Nonetheless, I think the data paints an important message that needs to be discussed during the Directives revision process: what special procedure(s) do we need?
